Vision and Mission

The twenty-five years of experience in People's Planning (Janakeeyasoothranam) stands as a strong foundation with us. Local governments have acquired the expertise to formulate and implement local plans. With the support of information dissemination, development activities can be organized flawlessly. Development activities were carried out at the village level yielding value greater than the money spent, without any wasteful expenditure. There was all-encompassing sustainable development and resulting social progress. Such achievements were made possible due to full public participation and support at every stage of local plan formulation. This has increased the people's trust in the Panchayat. It has grown, spread, and stands as a strong emotional bond. That is precisely why people sought refuge in Panchayats during past disasters.

There is an obligation to maintain the people's trust in the Panchayats. For this, the capacity and efficiency of local self-government institutions must be further enhanced. An administrative system where the local government and the people become one must be created. Development should become resource-based and inclusive of all capacities.

We need to be capable of maximizing the development opportunities of the new era and taking on its challenges. For this, the services of experts from various fields, volunteers, and technical institutions will be ensured at all stages of plan formulation, implementation, and evaluation.

The general approach of the Fourteenth Five-Year Plan is to develop our Block Panchayat as the epicenter of sustainable local economic growth.

Multi-level planning involving various tiers of local self-government institutions will be ensured. District plan proposals will be reflected in the Block's annual and long-term plans.

Efforts will be made to achieve the Sustainable Development Goals (SDGs) declared by the United Nations, which are to be attained by 2030, during this plan period itself.

Development Strategies

Projects will be undertaken by forming people's committees in all development sectors and integrating them with the Employment Guarantee Scheme (MGNREGS), departmental programs, voluntary services, NABARD, and three-tier panchayats. Maximum comprehensiveness will be ensured. Monitoring and follow-up maintenance will be ensured.

The goal is to transform Panoor Block Panchayat into a fallow-free block panchayat. For this, programs should be formulated in the sequence of fallow-free homestead, fallow-free ward, fallow-free panchayat, and fallow-free block. There must be a necessary people's organizational mechanism and monitoring system.

Opportunities for intercropping, upland paddy cultivation, and legumes in homesteads should be explored. Coconut production and productivity must be increased. The extent of irrigated agriculture must be increased. Crop area, and thereby the farmer's income, must increase.

As per Section 172 of the Kerala Panchayat Raj Act, responsibilities have been assigned to Block Panchayats for the maintenance of transferred institutions and for preparing plans for the economic development and social justice of the people in the block area. According to Schedule IV of the Act, these are divided into (A) General Responsibilities and (B) Sector-Specific Responsibilities.

General Responsibilities

  • Utilize governmental and non-governmental technical expertise at the block level.
  • Provide technical assistance to Grama Panchayats.
  • To avoid duplication, prepare plans after taking into account the plans of the Grama Panchayats and provide backward and forward linkages.

Sector-Specific Responsibilities

Agriculture

  • Train farmers for projects implemented at the village level.
  • Arrange agricultural inputs required for village-level projects.
  • Conduct agricultural exhibitions.
  • Maintain watersheds falling within the Block Panchayat area.
  • Mobilize agricultural loans.
  • Promote sericulture.

Animal Husbandry and Dairy Production

  • Run veterinary polyclinics and regional artificial insemination centers.
  • Provide expert services in animal husbandry.
  • Conduct cattle and poultry exhibitions.

Minor Irrigation

  • Implement and maintain all lift irrigation projects and minor irrigation projects catering to more than one Grama Panchayat.

Fisheries

  • Development of traditional landing centers (kadavu).

Small Scale Industries

  • Establish mini industrial estates.
  • Promote industries with an investment limit of up to one-third of SSI limits.
  • Formulate self-employment schemes in the industrial sector.

Housing

  • Promote low-cost housing construction.
  • Promote housing cooperative societies.

Electricity and Energy

  • Develop non-conventional energy sources.

Education

  • Management of government educational training institutions.

Public Works

  • Maintain village roads connecting multiple Grama Panchayats and other roads vested in the Block Panchayat.
  • Construct buildings for institutions transferred from the government.

Public Health and Sanitation

  • Manage Community Health Centers (CHCs) across medical systems and Taluk hospitals within the Block Panchayat.

Social Welfare

  • Manage ICDS (Integrated Child Development Services) centers.

Poverty Alleviation

  • Plan and implement employment security schemes in collaboration with Grama Panchayats.
  • Enhance the aptitude of the poor for self-employment and provide wage employment to people below the poverty line.

SC/ST Development

  • Run pre-metric hostels.
  • Foster cooperative societies for Scheduled Castes and Scheduled Tribes.

Co-operation

  • Organize cooperative societies within the Block Panchayat limits.
  • Strengthen cooperative institutions.
