Citizen's Charter

Introduction

In a modern democratic society, people aspire for an excellent, high-quality, pro-people, and transparent system of governance. The Citizen's Charter is one of the most important instruments for ensuring such a governance system. The objective of the Citizen's Charter is to assure citizens that government machinery functions in the manner envisioned to realize the concept of a welfare state—which is the ultimate goal of the Indian Constitution—and to shape a society that is active and responsive.

Following the 73rd Constitutional Amendment of the Indian Constitution, the Kerala Panchayat Raj Act and its rules not only stabilize decentralized governance but also provide legal protection to the rights of citizens. Local self-government institutions have succeeded in acting as service providers and driving forces in participatory planning, development, public welfare, and the expansion of livelihood opportunities.

Public aspirations can only be fulfilled by ensuring credibility, transparency, and efficiency. It is hoped that the Citizen's Charter will be a valuable asset in maintaining accountability to the people, eradicating corruption, and ensuring efficiency. Humbly requesting the cooperation of elected representatives, officials, and the public in putting the provisions of the Citizen's Charter into complete practice, the Panoor Block Panchayat proudly presents this Citizen's Charter to the general public.
